[WhatsUpUoH] [Sawaaljawaab] Announcing the next Sawaal-Jawaab: Sun Oct 26, 11 am

Dear all,

This is to invite you to the next Sawaal-Jawaab, our monthly conversations
on science. The usual format is a short 20 minute talk by our guest
scientist, after which the audience is invited to engage in an informal,
free-flowing discussion with the speaker. Interested participants of all
ages are welcome. No prior knowledge or expertise is required.

We are very happy this time to feature Prof. R. Rajaraman, Emeritus
Professor of Theoretical Physics at JNU, New Delhi. After a distinguished
career in theoretical high energy physics and field theories of condensed
matter systems, Prof. Rajaraman has written extensively about nuclear
energy as well as issues relating to disarmament and civil defense against
nuclear weapons. The details of the talk are below. Please note the

Talk Title: Protecting civilians against nuclear attacks: feasible or not?

Abstract of talk: All countries with nuclear weapons have, at one time or
another, depending on the state of their nuclear maturity, tried to assure
their public that they will be protected in the event of a nuclear attack.
But the measures they initiated to provide such protection have, with the
passage of time, been either abandoned or discreetly pushed to the back
burner.

India, as a relative newcomer to the nuclear club, is still at the stage
of hoping to assure its people that civil defense against nuclear attacks
is possible and on its way. Periodically officials, from local politicians
to defense scientists , announce yet another step in that direction--
varying from more hospital beds, special drills and training for police
and ambulance personnel, to advances in Early Warning and Ballistic
Missile Defense technology.

While each of these is a laudable effort, one can ask whether they can
make a significant dent in the immense carnage caused by a nuclear attack.
To discuss this we will begin with a short introduction to the effects of
a nuclear explosion, and a realistic estimate of the injury and fatality
it causes. We will then match that against the various protection measures
being contemplated. The presentation will be at a non-technical level.
